In 2008 the European Commission launched an evaluation on the last 10 years off the Development Education and Awareness Raising component of former "Co-finaning with European NGOs" budget line, and an ex-ante evaluation of the "Non State Actors and Local Authorities in development" thematic programmes. The projects that have been considered and evaluated in the report cover a 10 year period (1997-2007) and have been funded under the "Co-financing with NGOs" thematic programme.

The aim of this evaluation was to strengthen the capacity of the European Commission's ability to draw on lessons from past and on-going actions for future orogramming and project identification.
