Background information

In Poland, like in many other EU countries, there has been for several years a division in the area of DE. On one hand there was the Ministry of Foreign Affairs, with its active involvement in those issues, on the other hand, there were no contacts with the ministry of Education. The beginning of 2008 was however a real breakthrough. In February, some members of teh DE working group from the "Zagranica Group" platform received information on the urgent need to establish a common NGO position in order to prepare future consultations on DE within the Ministry of Education. The task was not very difficult as we we has been repeating this position for many years, and now we have finally found a partner willing to listen to us! Unfortunately this did not come through the lobbying actions based on the DEF common letter written to the attention of the Ministries of Education. In the middle of 2007, during a meeting of the "Zagranica group", it was decided to withold sending the letter. This was due to early parliamentary elections arranged for October 2007. The new government came to power, and many people with experience in NGOs and knowledge of DE.
